Projects & operations · A procurement or tender award

The losing bidders will ask. Better to ask first.

An independent review of a tender evaluation before award reduces challenges and protects the authority’s credibility.

§ 01The evaluation question

What the evaluator is asked.

“On the published criteria and the evaluation record, are there indicators that this tender departed from its stated process, and what specialist or statutory review route should follow?”

(The question)

Commissioned by. Procurement board, public authority
When. Before award is announced
Usual protocol. A · Joint-party evaluation

§ 02Specialist mandate required

A general neutral credential is not enough here.

Why

Regulated or specialist ground

Public procurement is governed by law, and challenges may have to follow statutory review routes and deadlines. This is a specialist-led review with procurement-law competence and full conflict screening, never a routine low-cost opinion.

What the scope review checks

  1. The specialist qualification or licence the question requires
  2. Whether a statutory or regulated process must be used instead
  3. Who must be heard, and their procedural rights
  4. What the evaluation will expressly not cover

§ 03What is examined

The evidence, and the output.

The evaluator examines

The evidence

Material reviewed, and what was not available, is always stated.

  • Published criteria and weights
  • Scoring records
  • Conflict declarations
  • Consistency across bids
You receive

A view on fairness and compliance of the process

A reasoned view. The decision stays with you.

  • It will not: re-scoring the bids

§ 04Depth and time

Usually: Evaluation Panel.

Two or three evaluators from different disciplines. Typical time: One to two weeks.
