Neutral Evaluation
Independent assessment for another decision-maker. Usually advisory. Strong when a defined question needs an outside professional reference point.
The role is the bridge between a real need and the professional person. It tells users whether they need an independent view, negotiated agreement, a better group process, a bounded decision, continuing capability, process chairing, an informal channel or formal adjudication. Once the role is clear, the mandate, professional search, conflicts analysis and output become far easier to design.

Structured negotiation where parties retain control of settlement. The Mediator does not impose agreement.
Independent process for groups that need movement, participation, planning or alignment without transferring substantive decision power.
A defined question is delegated to an expert under a governing arrangement that sets authority and intended effect.
Continuing independent capability appointed before or between issues, with role-specific activation when needed.
Independent control of meeting or process while the board, committee or group keeps its own substantive authority.
Independent informal access for concerns, navigation and systemic themes, bounded away from formal investigation and discipline unless separately authorised.
Formal adjudication under the arbitration agreement, applicable law and procedural framework.
A practitioner may mediate one matter, arbitrate another and evaluate a third. The risk begins when information, expectations or authority from one role are allowed to spill into another without review. Role changes in the same matter need particular care because prior confidential communications, party consent and fairness may make a later function unsuitable.
A Neutral Evaluator examines a defined question and provides an independent professional assessment. The role is useful where another decision-maker wants a credible reference point without delegating the final decision.
Do not ask first, "which procedure do I know?" Ask, "what do I need the independent professional to do?"
That shift from procedure familiarity to professional function is the foundation of role matching across the site.
Evaluation informs. Determination decides a bounded question where authority exists. The difference is not how confident the professional sounds. It is where decision authority sits.
Facilitation can support a wider group process or planning objective. Mediation is directed specifically toward negotiated resolution of a dispute or difference.
Neutral Chairing is a specific process function. Board Neutral is a wider governance label that may contain chairing, evaluation, facilitation or another defined role.
Both create continuity. A Dispute Board derives role and output from a project contract. Standing Neutral architecture can be broader and role-flexible.
