1. WHAT IS NEEDED? FUNCTION
2. WHO MUST STILL DECIDE? AUTHORITY
3. WHAT SHOULD LEAVE THE PROCESS? OUTPUT
4. WHEN IS INDEPENDENCE NEEDED? TIMING
THE PROFESSION / CHOOSING THE RIGHT NEUTRAL ROLE

Choose the role before choosing the person.

The easiest way to make a poor Neutral appointment is to begin with the professional name or the procedure label you already know. The better route is to define the function first. Do you need an independent view? Negotiated agreement? A better group process? One bounded decision? Continuing independent capability? Neutral control of a meeting? An informal channel? Formal adjudication? Once that question is answered, professional discovery becomes more precise and mandate design becomes much safer.

THE ROLE MATRIX

Eight professional functions compared through the same questions.

Dimension Evaluation Mediation Facilitation Determination Standing Chairing Ombuds Arbitration
Primary objective Independent view Negotiated agreement Group movement Defined decision Continuity Process control Informal channel Formal adjudication
Typical role Neutral Evaluation Mediation Facilitation Expert Determination Standing Neutral Neutral Chairing Ombuds Arbitration
Who still decides Board / management / parties Parties Participants / formal body Expert on referred question Depends on activated role Board / committee retains substance Formal authorities remain separate Tribunal
Typical output Evaluation / view Settlement if agreed Roadmap / action record / none Determination Role-specific Meeting / process record Options / navigation / themes Award / formal decision
Best timing Before or during decision When settlement remains possible When process is stuck When one bounded question blocks progress Before or between issues When governance process needs independence Before concern becomes formal case When formal adjudication is required
Main boundary Advisory unless authority says otherwise No imposed settlement Not management or hidden evaluation Only the defined question Not automatic for every later role No automatic vote / fiduciary power Not investigation / discipline unless separately authorised Authority comes from arbitration framework
THE RIGHT QUESTION COMES BEFORE THE RIGHT NAME

The professional search should inherit the function, authority and context that caused it.

This is how discovery becomes more than browsing impressive biographies.

INTERACTIVE NEUTRAL ROLE CHOOSER

Answer six practical questions. The tool will suggest a role family and show alternatives worth considering.

This is a professional-routing aid, not legal advice and not an appointment decision. Governing contracts, law, institutional rules and matter-specific facts may require a different route.
PRIMARY ROLE FAMILY

Neutral Evaluation

Use when the main need is an independent professional assessment while final decision authority remains with a board, management, parties or another body.

WHEN THE ROLE IS STILL UNCLEAR

Do not force the matter into a familiar procedure just to create certainty.

Sometimes the organisation knows only that the current process is not working. In that case, return to the requirement. What must remain working? Is the issue mainly information, relationship, governance, decision authority or process? Does anyone need a binding answer? Is there a long relationship worth preserving? A short professional design conversation can be more useful than prematurely appointing a mediator, arbitrator or expert.

COMMON ROLE-MATCHING ERRORS

The wrong role can make an excellent professional ineffective.

ERROR 01

Choosing mediation when the real need is an independent view.

If the organisation is not trying to negotiate settlement, Neutral Evaluation may fit better and avoid turning assessment into artificial bargaining.

ERROR 02

Choosing evaluation when the parties actually need a binding answer.

Advisory evaluation may not resolve the blockage. Consider whether valid Expert Determination or formal adjudication authority is needed.

ERROR 03

Choosing a famous arbitrator for a board-process problem.

Arbitration seniority is not the same as Neutral Chairing competence. Match the function first.

ERROR 04

Choosing a Standing Neutral without defining activation roles.

Continuity is useful only if later functions, conflict review and role-transition rules are clear.

THE CHOICE
What do you need the independent professional to do?

That single question is more useful than starting with "Do we need mediation?" or "Who is the best arbitrator?" because it keeps the professional function connected to the real need.

FROM ROLE TO APPOINTMENT

Once the role is clear, carry six fields into the professional search.

ROLE The professional function.
SECTOR The operating context that materially matters.
JURISDICTION The country-level experience genuinely required.
LANGUAGE The participation capability to confirm.
STANDING The public credential or record to verify.
CONFLICTS + AVAILABILITY Matter-specific checks after shortlist.
THE ROLE SHOULD SURVIVE THE MANDATE TEST

If the organisation cannot explain what the Neutral may do, what output is expected and who still decides, the role is not ready for appointment.

Role matching and Mandate Design should therefore reinforce each other rather than operate as isolated steps.
