A worldwide list of names would weaken the idea. The useful unit is small enough to mean something: a current annual cycle, a defined professional field and a defined jurisdiction.

The maximum-ten principle is intended to preserve a controlled category. It should never be presented as a quota that the institution must fill.

HOW A BENCH IS CONSTITUTED

The annual record should be deliberate and current.

The constitution process should move from a defined category into current professional recognition, category composition and an explicit annual decision.

A category should be precise enough to mean something, such as a defined sector and jurisdiction, rather than a broad global list of names.

Does the record support inclusion now?

Current role, sector evidence, jurisdiction context and public professional record may all matter to annual constitution.

CERTIFICATION SYSTEM

A ceiling of ten should remain a ceiling, not a target that the institution feels obliged to fill.

Some categories may properly contain fewer professionals where the current evidence does not justify a larger constitution.

PROFESSIONAL PRINCIPLE

Constitute the category from the evidence outward.

The credibility of the Bench depends on being willing to leave places empty.

The institution should first define the category precisely. Sector and jurisdiction should be meaningful to users and supported by enough professional evidence to justify a distinct Bench view.

Current certification standing should be checked before category positioning. A Bench listing cannot substitute for the underlying credential, and loss or change of standing should be reflected appropriately.

Sector evidence should be more than a generic career label. The professional record should show why the individual is relevant to the defined sector through work, appointments, specialist responsibility or another credible connection.

Jurisdiction evidence should also be precise. Location, qualification, market experience and corridor work are different forms of connection. Bench constitution should use the type of evidence relevant to the category rather than one universal geographic rule.

The annual cycle exists because professional positioning changes. A practitioner may deepen a sector, move jurisdiction, become inactive, change practice or develop conflicts that affect current availability. Annual constitution allows the reference universe to remain intentional.

Ten should remain the maximum, not the quota. If only four professionals currently meet the category logic, four can be the stronger institutional result.

Bench inclusion should not become a commercial entitlement attached to Fellowship, membership, event participation or sponsorship. It is a separate current-positioning decision.

Users should also understand what the Bench cannot do. It can narrow a professional search and show current category context. It cannot know the complete facts of a future matter, clear conflicts or determine availability in advance.

The strongest user journey therefore moves from category to profile, from profile to credential verification and from verified standing into matter-specific suitability and conflicts review.
