Research Methodology should be the common foundation beneath TheNeutrals.ORG reports, benchmarks, observatories, jurisdiction intelligence, sector research and future data products. It should define evidence status, source hierarchy, population, sampling, coding, comparison, correction, privacy, conflicts, uncertainty and publication governance in language that allows another researcher to understand and, where appropriate, reproduce the work.

Method before message.

Research authority comes from making the evidence and limitations inspectable, not from the confidence of the presentation.

COMMON METHOD

Five methodological disciplines should apply across every research family.

Individual studies can add specialist methods while retaining this common base.

Define what is being studied

A research project should begin with a question precise enough to determine what evidence is relevant and what is outside scope.

SOURCE

Use an explicit evidence hierarchy

Official records, institutional data, public professional records, interviews, surveys and open-source signals should not be treated as equivalent.

POPULATION

State who or what is being observed

Certified professionals, published profiles, jurisdictions, use cases, institutions or survey respondents are different populations.

ANALYSIS

Separate fact from interpretation

Measured result, context, analytical interpretation and uncertainty should be distinguishable in the publication.

Control privacy, conflicts and correction

Research design should include access, publication permissions, conflicts disclosure, correction and versioning from the beginning.

DEEPER METHOD LENS

The strongest methodology is not the most technical one. It is the one that makes the research claim proportionate to the evidence.

Different questions need different methods, but every method needs honest boundaries.

RESEARCH QUESTION

How should a global professional institution combine administrative data, public evidence and qualitative research without overstating any one source?

The method should preserve the strengths and weaknesses of each source rather than merge them into one undifferentiated institutional record.

Administrative certification data is often precise about what the institution itself records. It can show standing, pathway and structured profile fields where definitions are stable. It cannot automatically show the entire global profession or professional success outside the institution.

Public professional records add visibility across profiles, directories, institutions and jurisdictions. They are useful for mapping discoverability and documented practice, but absence from public sources may reflect private referral or incomplete publication rather than lack of capability.

Interviews can explain why a pattern exists and surface professional questions that structured data misses. They are powerful for exploratory research, but a small set of interviews should not be presented as a statistically representative market estimate unless the sampling supports that claim.

Surveys can provide broader participant evidence if the population, response rate and recruitment method are transparent. Voluntary surveys often contain self-selection bias, which should be discussed rather than hidden behind percentages.

Case studies and use cases can show how a Neutral role operates in context. They are valuable for professional learning but should not be generalised into effectiveness claims without a broader comparative design.

Jurisdiction research often combines official law, institutional records, public directories, local-language sources and expert review. The methodology should show which source supports each type of statement.

Quantitative indicators need reproducible calculation. Definitions, denominators, extraction dates and treatment of missing data should be recorded. Precision should reflect source quality rather than the number of decimal places the software can produce.

Qualitative coding also needs discipline. If interviews or cases are classified into practice, sector or pressure themes, the coding framework should be documented and difficult cases reviewed consistently.

Institutional effects must be considered. A recruitment campaign, new profile form or classification change can alter the visible data. Research should identify these changes before calling the result a profession trend.

Privacy should be designed into collection. The institution should avoid gathering sensitive personal information without a clear research purpose and should aggregate small groups where publication could identify individuals.

Conflicts should be disclosed at project level. Researchers, partners, sponsors or institutional teams may have relationships with the markets or professional practices being studied. Disclosure does not invalidate the work, but users should know the context.

Corrections should be part of the method rather than an embarrassment after publication. A research programme that can correct itself visibly is more credible than one that quietly replaces files.

Longitudinal studies require frozen definitions or transparent methodological breaks. If a measure changes, the institution should state whether prior years have been recalculated or whether a new series begins.

Finally, the research should remain readable. Technical appendices can carry detail, but the main publication should explain enough method for an informed reader to understand why the conclusion deserves confidence.

This makes the level of confidence visible before a user reads the full methodology.

Method reviewers should test sampling, source use, coding, reproducibility, statistical or qualitative reasoning and whether the conclusion exceeds the data.

Professional reviewers should test role definitions, authority boundaries, sector context and whether the study uses Neutral terminology accurately.

Editorial review should protect clarity, citation, versioning and the distinction between research and institutional advocacy.

Where a report affects a jurisdiction or professional group materially, factual review can be invited without granting stakeholders a veto over conclusions.

These layers create a research system capable of learning while remaining accountable for what it publishes.

RESEARCH METHODOLOGY

Method before message.

The institution should show how the evidence was built, what it can support and where uncertainty remains, so every research product becomes easier to inspect, compare and trust.

Research records should also record provenance at field level where practical. A profile field entered by a professional, a certification status maintained by the institution and a jurisdiction classification added by the research team have different origins. Provenance helps later researchers decide which fields can support which claims.

Methodological transparency should extend to exclusions. If a study omits jurisdictions, practices or records because the data is incomplete or incomparable, the publication should state the exclusion rather than allowing the missing population to disappear silently.

The institution should periodically audit whether its own taxonomy still matches professional reality. Controlled vocabulary creates comparability, but a category system can become outdated if emerging roles or local terminology are forced into old labels.

Finally, methodology should be versioned independently from individual reports. A research product can cite Methodology v1.2 or a later edition, making it possible to see which common rules applied when the study was conducted.
